scaling factors of QM interaction energy (charges)

I remember that a literature told that the scaling factor for ab initio interaction energy between model compound and water should be 1.16 for neutral residues while 1.00 for charged residues, is it right? Unfortunately, I could not remember the title of that literature to make sure this. Thanks!
